Counterweights rotate around the habitat axis one cycle per century. This causes the spin axis to slowly precess, which shifts the water table and changes the direction of erosion.

As each lake fills with sediment the counterweights shift the water table slightly, so the lakes migrate around the rim and are renewed as they go.
Lake beds rise to eventually become fertile hilltops, while barren hilltops subside and flood to become lake beds.
